DIRECTOR, SUPPLY CHAIN DEVELOPMENT


This position will lead efforts to strengthen and expand the region’s strategic supply chains, with a special emphasis on the semiconductor sector. This role is responsible for business outreach, mapping industry supply chains, identifying gaps and opportunities, fostering strategic partnerships, ensuring deliverables are met, and driving regional engagement to support semiconductor and advanced manufacturing growth and supplier diversity.


PRIMARY RESPONSIBILITIES


Program Strategy & Leadership
• Lead the development and execution of Semiconductor Growth Access Program’s (SGAP) regional strategy in alignment with Empire State Development’s goals.
• Oversee all phases of the program: asset mapping, outreach, technical assistance delivery, and measurement of outcomes. Supervise one employee.
• Other duties as assigned.

Asset Mapping & Business Targeting
• Conduct supply chain mapping and analysis with priority focus on semiconductor sub-sectors and target firms.
• Identify gaps, vulnerabilities, and opportunities for localization of suppliers.
• Conduct outreach to semiconductor and advanced manufacturing companies to participate in effort.
• Champion inclusion of Socially and Economically Disadvantaged Individual (SEDI) owned businesses to receive support from the initiative.

Technical Assistance
• Facilitate engagement with industry experts to design and provide technical support.
• Oversee identification and contracting of specialized vendors to provide technical assistance with an emphasis on legal, accounting, and financial.

Program Delivery/Oversight & Reporting
• Supervise outreach and technical assistance delivery to SEDI owned and very small businesses who could be suppliers.
• Ensure coordination of workshops, webinars, and consulting services.
• Monitor key performance indicators and prepare semi-annual performance reports.

QUALIFICATIONS
• 7+ years of experience in economic development, manufacturing, supply chain management, engineering, industry engagement, business development or related field.
• Understanding of semiconductor or advanced manufacturing sectors strongly preferred.
• Proven leadership in multi-stakeholder initiatives.
• Strong analytical, communication, and budget management skills.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint).
• Experience working with SEDI-owned businesses or supplier diversity programs a plus.

Compensation - Salary range is $85,000 to $95,000. Benefits package includes PTO, generous 401(k), and health/life/LTD insurance.
